Local-first is a trust boundary, not an offline promise. Chosen file work centers on local device scope; account and Team services use the network where their supported workflows require it.

Recovery is conditional. Eligible recovery is offered where available only when current receipt, file, path, scope, and storage eligibility checks pass.
